The study includes an overview of employment and literacy rates across the UK, and then compares and contrasts the separate systems of education and their individual aspects or approaches to learning.

The study lists the main features of school based education across the four countries, as well as how the education systems are run, and the name of their governing departments. Through these administrative bodies, there emerge skills agendas, which outline the aims of educational governing bodies.
