Higher education (HE) cold spots are challenging for individuals, employers and the country at large. They deprive individuals of the opportunity to fulfil their potential, create skills gaps for employers, and undermine regional and national productivity and growth. They also widen inequalities and reduce social mobility - average HE participation rates for free school meals learners are lower in cold spot areas, particularly rural and coastal destinations.
This report explores where and why HE cold spots exist, the implications of those cold spots for employers and their communities, and how education providers and employers can work together to deliver higher-level skills to people in cold spot locations.
